
The Ministerial Decree (No. 418 of 30 May 2025) implementing the reform regarding access to the Italian-taught Single-Cycle Degree Programmes in Medicina, Odontoiatria e Protesi Dentaria and Medicina Veterinaria has been published.
The main changes are:
The 'filter semester', whereby students enrol in the first semester of the mentioned programmes and simultaneously in one of the following related Italian-taught degree programmes:
- Biotecnologie (L-2),
- Scienze Biologiche (L-13),
- Farmacia e Farmacia Industriale (LM-13),
- Scienze Zootecniche e Tecnologie delle Produzioni Animali (L-38)
- Degree Programmes relating to the Degree Classes for 'Professioni Sanitarie' indicated in Article 8 of the Ministerial Decree.
📌Application procedure: Applications for the filter semester must be submitted online via Universitaly portal (www.universitaly.it) from 10:00 a.m. on 23 June 2025 and no later than 5:00 p.m. on 25 July 2025.
At the time of registration, applicants must indicate/provide the following:
- the University location at which they plan to attend the filter semester and the related degree programme in which they intend to enrol.
- At least ten University locations where the course in Medicina or Odontoiatria is to be pursued, the first of which must coincide with the location chosen for the filter semester.
- At least ten alternative University locations, in case of failure to be placed in an eligible position on the national merit list.
- In the event of a disability of at least 66%, or a disability certified under Article 3, Paragraph 3 of Law No. 104/1992, the relevant disability certificate.
- If the student is already enrolled in Medicina, Odontoiatria e Protesi Dentaria and Medicina Veterinaria, or one of the related courses, it is mandatory to indicate which of the following Courses have already been attended: Chimica e Propedeutica Biochimica, Fisica and Biologia, providing suitable documentation to prove attendance.
- Declaration that the student is in possession of an ISEE equal to or less than 27,948.60 euros for possible access to benefits related to the right to study.
🚩After completing your registration on the Universitaly portal and obtaining your ‘registration code’, you will need to log in to the UniME Esse3 Online Services Portal to complete your registration for the national ‘Semestre filtro’ competition on Esse3. Candidates will then be eligible to enrol in the filter semester and must pay the standardised national fee of € 250.00 by 5:00 p.m. on 25 July 2025.
📌Access to the UniME Esse3 Online Services Portal for finalisation will be available from 8:00 a.m. on 26 June 2025.
Duration, subjects, attendance and costs: The filter semester will take place from 1 September to 30 November, consisting of three modules, each assigned 6 ECTS-credits: a) Chimica e Propedeutica Biochimica; b) Fisica; c) Biologia.
The duration, teaching and attendance requirements, and costs are defined by ministerial decree.
Attendance at the filter semester is compulsory and the enrolment fee is set by the Ministry of Education, Universities and Research (MUR) and must be paid to the chosen university by the deadline set by the MUR. Enrolment in the first semester of one of the related programmes is free of charge and the attendance is not compulsory.
Examinations: At the end of the educational activities, two sessions will be available for each exam, at least fifteen days apart. The dates are defined by the MUR in an annual provision. Each examination consists of thirty-one (31) questions, fifteen (15) of which are multiple-choice questions and sixteen (16) are completion questions. The tests will be graded in thirtieths, with honours receiving an additional one point. For ranking purposes, points shall be awarded as follows:
- 1 point for each correct answer;
- 0 points for each unanswered question.
- -0.25 points for each incorrect answer.
A maximum of 93 points will be awarded for the overall evaluation of the three examination papers. Students will be given the opportunity to waive their grade in each examination in order to take it again at the next exam session during the same filter semester, or in case they re-enrol.
In order to be considered for the merit ranking, students are required to have obtained a minimum score of 18/30 in each examination. This ranking is intended to facilitate the continuation of studies in the following Italian-taught Single-Cycle Degree Programmes: Medicina, Odontoiatria e Protesi Dentaria and Medicina Veterinaria.
In the event of failure to place in an eligible position in the merit ranking, or in the event of renunciation of enrolment, students may enrol in the second semester of a related degree programme, with the guarantee of full recognition of the ECTS-credits earned in the filter semester. Furthermore, students may also enrol in a degree programme not included among the related study courses, in compliance with the access requirements provided by the regulations in force and in the presence of available places, if the chosen course has programmed access.
In order to facilitate the selection process, it is strongly recommended that applicants undertake the admission tests for the restricted-access programmes in which they have expressed interest.
Indeed, the admission tests for the national restricted-access Degree Programmes in Professioni Sanitarie will be held on a regular basis, just like in previous years.
The criteria for the ranking list and the manner of allocation of places on Single-Cycle Degree Programmes in Medicina, Odontoiatria e Protesi Dentaria and Medicina Veterinaria, or in the related degree programmes, are established by special ministerial decree.
