Cooperation Agreements are documents that define UniME relationships with other Universities and Higher Education Institutions of other countries. Agreements rule mobility and/or research activities, financial arrangements as well as the duration of the cooperation.
The establishment of a cooperation agreement may be proposed either by an academic or a foreign University or Higher Education Institution. A preliminary Memorandum of Understanding (MoU) may be signed before the adoption of a formal cooperation agreement.

Types of Agreements 

• Framework cooperation agreement: it is a Convention in which the Parties express their willingness to cooperate in the future on the basis of procedures that will be defined in future Additional protocols.  
• Specific Agreement: it is a Convention concerning a particular scientific sector. As a general rule, the text sets up a specific engagement of the Parties for the implementation of cooperation activities (ex. international mobility). The text of the agreement may be drafted on the basis of the request of the applicant. Among these agreements, is worth mentioning the Agreement for the establishment of a Double/Multiple Degree Programme
   
• Additional Protocol: it is an additional document used in a Framework cooperation agreement adopted in order to regulate specific matters such as academic and/or student mobility (outside the framework of the EU-funded Erasmus+ programme). The text of the agreement may be drafted on the basis of the request of the applicant. 

Adoption procedure of a Bilateral/multilateral cooperation agreement consists of the following steps:

• Applicant must agree with the text of the Agreement with the foreign Partner on the basis of the UniME template;
• Applicant must submit the specific form “istanza avvio procedura”  through the Titulus system to the International Cooperatioin Office.

In case of adoption of a specific Agreement/additional protocol:

• Applicant must submit the specific form “istanza avvio procedura” through the Titulus system to the ICU;
• Applicant must attach the copy of the text of the Agreement and the resolution adopted by the Council of the proponent structure to the “istanza avvio procedura”.

Erasmus+ Agreements with  Programme Countries (EU)

The Erasmus+ programme includes the establishment of inter-institutional agreements in which are planned mobility flows of students and teachers and administrative staff outgoing and  incoming carrying out the following activities:

Student mobility for studies: aiming to carry out study activities (course attendance, preparation of degree / doctoral thesis) at a higher education institution located  in a Programme Country;

• Student mobility for traineeships: aiming to carry out traineeships at universities, companies, training and research centres at a higher education institution located  in a Programme Country.
• Staff mobility for teaching for academic staff: to teach for a period at a higher education institution located  in a Programme Country.
• Staff mobility for training for teaching and non-teaching staff  for  training at a higher education institution located  in a Programme Country.
• Agreements can only be concluded with an HEI holding a valid Erasmus Charter for Higher Education (ECHE).

Adoption procedure

The University of Messina set up specific guidelines for the adoption of an Erasmus+ inter-institutional agreement. In the document are reported the instructions  to fill in Bilateral Agreement Erasmus + (Annex 1),  Letter of Intent for Mobility Erasmus + Traineeship (Annex 2) and the list of ISCED code (Annex 3).

The Erasmus+ programme – International Credit Mobility action (ICM) – KA107  supports the international mobility of individuals enroled or employed (teachers and administrative staff) at a higher education institution (HEI) incoming and outgoing in a Programme Country (non-EU). The content of each agreement is negotiated between the Parties before the implementation of the international mobilities.

UNIMED, the Mediterranean Universities Union, founded in October 1991 by Prof. Franco Rizzi, is an association of Universities from the countries of the Mediterranean basin. It counts 112 Universities coming from 23 countries of both shores of Mediterranean (data updated to June 2018).

UNIMED’s aim is to develop research and education in the Euro-Mediterranean area in order to contribute to scientific, cultural, social and economic cooperation. UNIMED acts in different scientific fields.

The image that better represents our association is that of a University Without Walls.

UNIMED carries out the following activities in favour of the associated Universities:

• Promotion of the international dimension of universities;
• Planning and fund-raising activities;
• Promotion of mobility in the Euro-Mediterranean region for students, researchers and academic staff;
• Technical assistance for the enhancement of quality assurance in university education;
• Creation of thematic SubNetworks to foster the scientific cooperation within specific fields;
• Organization of meetings, discussions, seminars and round tables both at a national and international level;
• Training for academic and administrative staff of Universities, particularly for the personnel of International Relations Offices.

Through the many initiatives carried out over the two decades, UNIMED has promoted the collaboration between universities of the Mediterranean, becoming a point of reference of the international university cooperation.

UniAdrion is an association of universities and research centres of the Adriatic-Ionian area established in 2000 with the purpose to create a permanent connection among these institutions, within the framework of the Adriatic-Ionian Initiative.

The purpose of UniAdrion is the collaboration between universities and research centres with the aim of strengthening international cooperation and of favouring the progress of culture, science, training and research in the countries of the Adriatic-Ionian basin.

The association comprises about 40 members located in the following countries: Albania, Bosnia-Herzegovina, Croatia, Greece, Italy, Montenegro, Serbia, Slovenia.

UniAdrion promotes scientific-academic cooperation mainly through the implementation of teaching and research initiatives, such as training courses, post-graduate diplomas, summer schools, joint research projects. The cooperation is focused on different topics, coherent with the pillars of the EU Strategy for the Adriatic-Ionian Region (EUSAIR): blue growth, connecting the region, environmental quality, sustainable tourism and cultural heritage, societal challenges, economic and policy analysis.

According to its Statute, UniAdrion Presidency rotates on a yearly basis and comes from the country holding the Presidency of the Adriatic-Ionian Initiative.

UniAdrion has a Permanent Secretariat located in Ancona and hosted at Marche Polytechnic University. The Secretary General of the association is a professor of Marche Polytechnic University, appointed by the Rector of the same University.

TETHYS Consortium of Euro-Mediterranean Universities was created on the 28th of January, 2000, by 22 universities in the Mediterranean area.

TETHYS is a network supported by Aix-Marseille University and currently includes 85 universities across 19 countries. It brings together the main universities of the Maghreb, Mashreq and Southern European countries.

This partnership enables actions to be carried out in a large network with the support of national and European programmes.

All of this helps to promote an active international cooperation policy on a European level but also on a global level makes the university community perfectly noticeable in the Euro-Mediterranean Area.

TETHYS favours exchange and sharing in a convivial atmosphere that we must preserve for a sustainable future in the Mediterranean.

• Foster cultural and scientific exchange to enable a strong and lasting contribution to be made to the construction of the Euro-Mediterranean Area of Higher Education, Research and Innovation.
• Encourage cooperation between Euro-Mediterranean countries through the sharing of knowledge, harmonization of knowledge and cultural exchange.
• Develop “win-win” partnerships between the North, South and East of the Mediterranean.
