Applicable if students are citizens of a non-EU country and do not reside in Italy or do not possess the requirements to be treated as equivalent to EU citizens. To enter Italy, non-EU students wishing to enrol in degree programmes must apply for an entry visa for study purposes.
Please note: UK citizens residing outside Italy are considered non-EU citizens with residency abroad.
Applicable in the following cases:
Students are citizens of one of the countries in the European Union: Austria, Belgium, Bulgaria, Croatia, Czech Republic, Cyprus, Denmark, Estonia, Finland, France, Germany, Greece, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Hungary; or they are citizens of one of the following countries: Norway, Iceland, Liechtenstein, Switzerland and San Marino.
Students have dual citizenship, including a country in the European Union.
Students are citizens of a non-EU country, but they have one of the following residence permits, issued by the Italian Government (non-EU students with EU equivalent status): EU permit for long-term residents; permit for employment, self-employment or for investor; permit for family reasons; permit for political or humanitarian asylum; permit for religious reasons; permit for ‘special cases’, ‘disasters’ or ‘acts of special civic value’, according to Leg. Decree 25 July 1998, no. 286; permit for ‘special protection’, according to Leg. Decree 28 January 2008, no. 25; ‘residence card’ for UK citizens (art. 50 TUE; art.18.4 Withdrawal agreement EU-UK). If the card is not available yet, UK citizens can provide a certificate (‘attestazione di iscrizione anagrafica’) issued by the Municipality of residence, proving registration by 31 December, 2020; permit for temporary protection (Presidential Decree 28 March 2022). Please note: the Italian law does not provide for the possibility of converting it into a student permit. For degree programmes with restricted access at national level (for example Medicine and Surgery), the equivalent status must still be confirmed by the competent ministerial offices.
Students are citizens of a non-EU country, but they have resided in Italy for at least one year and they have a high school diploma earned in Italy, which gives access to the chosen degree programme (non-EU students with EU equivalent status).
Students are citizens of a non-EU country, they have a qualification earned in Italy, which gives access to the chosen degree programme, and they also have a valid residence permit for study purposes.
Students are citizens of a non-EU country and they are enrolled in a degree programme at an Italian university, they have a valid residence permit for study purposes, and they wish to apply for a transfer or change of programme for the following A.Y.
Students are citizens of a non-EU country and they are enrolled in single learning activities at an Italian university, they have a valid residence permit for study purposes, they wish to enrol in the following A.Y. in a degree programme that is relevant or subsequent to the passed single learning activities without returning to the Italian Embassy in their country for a new pre-enrolment and a new visa. Please note: in order to enrol in the relevant or subsequent degree programme, it is mandatory to pass at least one single learning activity.
- Students or a member of their family are part of the staff serving in foreign diplomatic missions and international organizations based in Italy and they are in possession of a Diplomatic Identity Card issued by MAECI or a ‘Mission’ residence permit. Please note: the ‘Mission’ permit cannot be converted a the student permit.
Applicable for Chinese citizens taking part in the ‘Marco Polo’ programme.
The 'Marco Polo' programme allows Chinese students wishing to enrol at a university programme in Italy to obtain an entry visa even without knowledge of the Italian language. To participate, students must successfully attend an Italian language course (duration: ten/eleven months) at one of the Italian institutions involved, before starting the chosen university programme.
UniME does not offer Italian language courses for Marco Polo students. These are available at the following institutions: University for Foreigners of Perugia, University for Foreigners of Siena, Third University of Rome, 'Dante Alighieri' Society, University for Foreigners of Reggio Calabria.
